Rubén is a Puerto Rico licensed civil engineer and president of DBE-certified Segarra Engineering & Consulting Group, PSC, specializing in concrete quality, construction materials, paving, industrial projects, and quality-control programs.
He founded Segarra Engineering & Consulting Group, PSC in 2020 to apply his experience across the full project path—from design understanding and specification review to field coordination, laboratory verification, and construction administration.
His work has included contractor quality-control leadership at Puerto Rico’s principal airport, concrete product development and technical services, materials-laboratory management, maturity and durability testing, non-destructive evaluation, concrete batching operations, and technical education.
